Cultural appointments ARE NOT political appointments

The cultural sector has fought long and hard, and continues to fight, for its independence from political meddling and the dictates of government. The law provides for a set of REQUIREMENTS for all appointees to cultural leadership posts, and these requirements cannot be ignored by the President in choosing an appointee.

But among the Film Development Council of the Philippines, the National Commission for Culture and the Arts, and the Cultural Center of the Philippines, it is clear that the President is appointing based on political loyalties, and not based on what the cultural sector demands and needs — which is provided for by the law.
