President Duterte just ignored the law that declared the NCCA an independent agency, but also the fact that ONLY the NCCA Board can pick a Chairperson and an Executive Director for the NCCA.
Very sad about this. Also because President Duterte has always said he knows his bounds within the law. For both the FDCP and the NCCA, he seems to not care about it at all.
How will someone who is NOT even a filmmaker, know to formulate and implement policies, and UPGRADE THE CRAFT OF FILMMAKING?

That includes Presidential appointments that ignore requirements for appointees under the law, and which are purely based on the political loyalty of appointees.
